E-shram portal

Why in News

    • The campaign launched on 26th August to facilitate the registration of unorganized workers on the e-shram portal has received wide support. In about 24 days, more than 1 crore workers have registered on this portal.

Key point

    • 1,03,12,095 workers have registered on this portal. Of these, about 43 percent are female and 57 percent male beneficiaries.
    • In the first phase of focusing on creation of a comprehensive database of unorganized workers in various sectors such as construction, garment manufacturing, fisheries, daily wage and temporary labour, street vendors, domestic work, agriculture and allied work, transport, central The Ministry of Labor and Employment had launched the e-Shram Portal on 26 August.
    • Migrant workers constitute a major part of those working in these sectors. According to the Economic Survey 2019-20, there are estimated to be 38 crore Unorganized Workers (UWs) in the country, who will be targeted for registration on this portal.
    • These migrant workers can now also take benefits of various social security and employment based schemes through registration on the e-shram portal.
    • As per the latest data, the states of Bihar, Odisha, Uttar Pradesh and West Bengal are leading the initiative with maximum registrations, which are displayed in the following graph.
    • These figures should be viewed with caution. Smaller states and union territories (UTs) have less number of registered employees.
    • There is a need to accelerate this campaign in states like Kerala, Gujarat, Uttarakhand, Meghalaya, Manipur, Arunachal Pradesh, Ladakh, Jammu and Kashmir and Chandigarh.
    • This registration will facilitate distribution and access to major welfare programs and various entitlements for workers and employment in the unorganized sector.
    • Considering the large number of employment generation in agriculture and construction in India, these two sectors have witnessed a large number of employment registrations.
    • In addition, domestic and household workers, apparel sector workers, vehicle and transport sector workers, electronics and hardware workers, capital goods workers, education, health, retail, tourism and hospitality services, food industries etc. Workers have registered in large numbers on this portal.

    • BRICS should also focus on research and technical cooperation to ensure supply of vaccines, raw materials and allied goods to facilitate inclusive recovery.
    • As a response to the coronavirus pandemic, BRICS scientific ministries have joined hands to support collaborative research in several areas.
    • Agencies from BRICS countries, including the Department of Science and Technology and the Department of Biotechnology from India, have been co-invested around USD 10 million to fund collaborative projects.

Projects under BRICS COVID Call

    • Sanjay Bhattacharya informed that, BRICS has received about 84 project proposals under the COVID call. India is a participant in 06 of these 12 projects recommended for support.
    • These projects aim to develop vaccines, drugs, genome sequencing, diagnostic skills, application of artificial intelligence for the treatment and prevention of the COVID-19 virus.
    • As part of an important COVID process of BRICS, BRICS officials have agreed to operate the BRICS Vaccine Research and Development Center as a virtual network.

Child marriage registration

Why in News

  • Now there will be child marriage registration in Rajasthan. The Rajasthan Legislative Assembly passed the Compulsory Registration of Marriages (Amendment) Bill, 2021 by voice vote on 17 September 2021. With the passage of this bill, the registration of child marriages will also be allowed in the state.

  • The amendment bill for compulsory registration of marriages in Rajasthan was passed by voice vote in the assembly. A new controversy has arisen in the state over the passage of the bill. The Bharatiya Janata Party (BJP) has said that child marriages will become legal after this bill.

Permission for registration of child marriage

  • With the passage of this bill, the registration of child marriages will also be allowed in the state.
  • The Bill states that if the age of the boy is less than 21 years and the girl’s age is less than 18 years at the time of marriage, the parents or guardians will have to inform the same within 30 days and register with the registering officer. Will happen.

What did the government say in the new amendment?

  • The new amendments made by the government in the Marriage Registration Act. According to him, now in case of marriage of a girl below 18 years of age and a boy below 21 years of age, she can also be registered.

    This amendment has been made in Section 8 of the Act of 2009.

  • Under this, the parents of the bride or groom, their guardians will be able to register the marriage within 30 days from the date of marriage by submitting a memorandum to the marriage registrar.

Marriage can be registered even after the death of husband and wife

  • Through amendment in the Marriage Registration Act of 2009, a provision has also been kept for registration of marriage after death. Adding a sub-section to section 8 of the Act, it has been said that if at any time one or both of the spouses dies, the subsequent surviving spouse, his adult child or his guardian shall be referred to the Registrar of Marriages. Can present a memorandum in this regard and register the said marriage.

New officer will also be appointed

  • The government has also amended to appoint two new officers to register marriages.
